Carol grew up in Michigan the oldest of three children and the first person in her family to graduate from college. She moved to the Bay Area in 1983 and to the Coastside in 1990. She became a resident of Half Moon Bay in 2014. Carol has been married to Mat Joyce for 33 years. Their daughter, Kate, is a graduate student studying genetics at the University of Alabama in Birmingham.

Carol received a B.A. in Political Science at Michigan State University, her JD at The University of Michigan Law School and an M.A. in Political Management at George Washington University.

Professional Experience

Carol has been a member of the State Bar of California since 1983. She practiced law in San Francisco from 1983 until 1997. Carol was a certified mediator providing family and community mediation and a Consumer Arbitrator. In 2004, she started Joyce Consulting (formerly Joyce Mediation and Consulting) to offer mediation and expert witness services specializing in worker’s compensation rate regulation. She uses her expertise to resolve premium disputes between insurers and employers and assist clients in fighting fraud in the worker’s compensation system.

Community Service

Carol has been involved in community service since high school. During her 17 years on the Coastside, she volunteered in her daughter’s classroom and served on PTO Boards at Farallone View and Cunha and on the High School Site Council. For seven years, she served as the Ombudsperson for the Midpeninsula Regional Open Space District where she used her mediation, legal and arbitration experience to respond to inquiries and resolve misunderstandings that were not settled by District staff. Carol is a Board member of the Women’s Community Leadership Network, a non-partisan, nonprofit organization that educates women on public policy and community issues and gives them the skills to seek appointed and elected positions. She is a member of AAUW HMB and the Friends of the Library.

In other communities, she served on the Community Relations Board and Planning Advisory Board and worked with projects to encourage women to run for office including moderating the Women’s Summit on Government Leadership.
