Having a bilingual City Clerk

The City of Ontario residents are around 70% Hispanic.  The residents would like to see representation on the council & city clerk desk, especially for the only Spanish speaking residents.  I know more Hispanic residents would get more involved with the city and feel comfortable going to City Council meetings to speak.
