My Top 3 Priorities

  • Preserve and protect the unique, historic, small town nature of our community.
  • Fix the "ghost train" issue which affects all residents daily. Solve the traffic and parking issues in our downtown and throughout the Capistrano Villas.
  • End the constant, expensive, time consuming lawsuits and countersuits.

Biography

I’m John Taylor, your candidate for our 4th District here in San Juan Capistrano. My wife, Marianne and I have lived in San Juan Capistrano for over 35 years, raised 2 wonderful kids and restored 2 historic homes in the Los Rios Historic District.

As a former Mayor of our beautiful historic town, I’m very concerned with the direction our city has taken in the past few years.  I have decided to run for City Council and get our cherished city back on track.

 

I want our next generation to inherit a city with less crime, less traffic, less lawsuits, less expensive water and a brighter future for all of our residents.

Hello Neighbor! I am John Taylor candidate for District 4 San Juan Capistrano. I have lived in SJC for 35 years and restored 2 historic homes on Los Rios street. I bring experience, knowledge and passion to the 4th District of San Juan Capistrano. Experience:
  • Graduate of UC Irvine with a BS in Biology
  • President of SJC Little League
  • Member of Los Rios Review Committee
  • President of the SJC Rotary Club
  • Small Business owner since 1983 specializing in commercial construction and property management
  • SJC City Council Member 2010-2014 and Mayor 2013
Issues I am committed to:
  • Solve traffic and Parking Problems
  • Encourage community input on any proposed developments
  • Balance our budget, and ensure the sale of the Water Department will help residents, not just add to the city treasury
  • Honestly address the homeless issue, with both compassion for their situation and respect for our neighborhoods, parks, streets and laws.
  • End the constant, expensive, time consuming lawsuits and countersuits
  • Preserve the unique, historic, small town nature of our community
  • Protect our equestrian lifestyle from those who seek to destroy it
  • Maintain protections for our senior citizens living in Mobile home parks I will continue to:
Tasks I completed while on City Council 2010-2014
  • Practice fiscal responsibility – we increased our emergency cash reserve from 8% in 2010 to a healthy 50% in 2014. Much of this reserve has been depleted due to the many lawsuits that have faced our city over the past 4 years.
  • Run an efficient staff — we reduced employees from 109 to 87, saving thousands of dollars; annual audits rated excellent.
  • Keep our city safe —we increased positions in the Sheriff’s Department resulting in the lowest crime rates in years.
  • Protect our water supply —we obtained $5 million in state grants to upgrade our Groundwater Recovery Plant, producing nearly half the city’s water from our own wells —water that we don’t have to buy from Metropolitan Water District!
  • Manage traffic —work with other agencies to proactively mitigate traffic issues. Work to find solutions to our downtown parking problems.
