Biography

42 Years of Local Experience in Water Storage, Treatment, and Delivery

Tom Evans is an experienced civil engineer who has worked on water-related projects for 42 years.  He’s worked with the Goleta, Montecito and Santa Barbara water agencies and overseen multi-million dollar projects during his career -- including water and wastewater treatment plants.

Leadership through Transparency and Collaboration

His extensive experience centers on many types of capital projects from bridges to parks to water distribution, storage and treatment projects. He’s worked with most local agencies in one role or another and is known for honest communication and as someone who takes action to get projects done.  

He has a commitment to sustainable energy programs and planning for our long-term water needs in an open, transparent and collaborative way.  

He understands that board directors will need to work with many local water agencies to weather our multi-year drought in California.

Political Philosophy

Certainty Looks Like Planning for More Than One Year of Rainfall at a Time.

Starting with the recession in 2008 and continuing through this extended drought period, the Goleta Water District has been focused on economic survival and providing an adequate water supply in the face of rainfall shortages. It’s time to add new sources to our water supply that do not depend on annual rainfall which lately has only provided enough for the next year or so and cannot be predicted accurately in advance.

Imagine Every Water Agency and Our Community Working Together to Face Our Challenges. I Believe in Partnership.

The recent natural disasters in our region require local water agencies and city governments to work together.  Increased carbon levels at Lake Cachuma from all the fires could result if the rains do come and cause the needed runoff. This may mean that the supply from Cachuma will be more difficult (and expensive) to treat.  Working together, our local water agencies need to be transparent and communicative with their customers as to the challenges they face and the solutions they seek.

Sustainability Means Finding More Sources of Water and Encouraging Conservation.

 

I believe it is time to add water supply sources to the District portfolio that are not rainfall based. We should not simply wait and hope for the weather to change. Advanced treatment for local wastewater and desalination water from the City of Santa Barbara are two sources to pursue reliable, stable water supplies which serve the needs of the community of Goleta and sustains the financial needs of the District. Desalination water is available now.
