  • Maintain communication with the public to assure that Republican principles are explained and supported in the public forum.
  • Work with state California Republican Party leadership to elect Republican leaders at the local level to create a field of proven conservative potential candidates for higher office.

Ms. Biggs is currently President of the Redlands Republican Women's Club and served as the San Bernardino County Chair for the Mitt Romney campaign in 2012.  She is also a member of the Board of Directors for the San Bernardino County Lincoln Club.  Ms Biggs is a delegate to the California Republican Party on behalf of Assemblyman Marc Steinorth and has previously served in that capacity and as a member of the San Bernardino Central Committee for Senators Bill Emmerson and Mike Morrell.  She has also served as Chair of the Douglas County (Colorado) Republican Party and on the Colorado State Republican Executive Committee,  Ms Biggs was a California delegate to the Republican National Convention in Tampa in 2012 and she was an alternate delegate from Colorado to the 1988 Republican Convention in New Orleans and a candidate for the Colorado State House.  Ms.  Biggs is a member of the National Republican Lawyers Association and has participated in election day integrity efforts by that organization in Colorado and California in 2008 and 2010 respectively.  Ms. Biggs is also a member of the California Political Attorneys  Association.  Ms. Biggs was raised in Redlands, California, and attended Crafton Elementary School, Redlands Junior High and Redlands High School.  She was admitted to the practice of law in California in 1978 after completing her legal training at the University of Southern California.  She was admitted to the Colorado Bar Association in1979 and practiced in Colorado for ten years before returning to California.  Ms. Biggs holds an undergraduate degree in English, together with Master's degrees in American Studies and Secondary Education, also from the University of Southern California.  Ms. Biggs has been married to her husband Jerry for 49 years and they have two children and seven grandchildren.

As a lifelong Republican and a public agency attorney, I subscribe to the principles set forth in the United States Constitution.  I believe that the people delegate only those powers expressly granted to the government by the Constitution.  America is founded on principles that promote liberty and personal responsibility and that require diligence and commitment  to maintain.  In these dangerous times, we must continue to lead the world and to open opportunity to those nations struggling to be free of oppressive government.  That commitment starts at home in our local communities.  I have worked with many local governmental entities in the State of California as a city attorney or agency counsel for more  than 25 years and I have seen the effort people have made in their communities to take control of the instruments of government back from those who would exploit them.  What is required to make a difference is not money or power.  What is required is active participation by the electorate in the workings of government.  We must stand up and be counted.  In California, we need, more than ever, to retake our government and re-establish individual responsibility if we are to continue to prosper.  The Republican Party offers hope of  unfettered freedom where no one is limited by his past but is encouraged to build his own future.
