I am a single father to my daughter, Monica. I was born in Hayward and raised in Union City’s Decoto District by my grandparents who taught me the values learned during the Depression and WWII. Values they learned laboring in the fields, canneries and manufacturing plants in this area and up and down the state.

I graduated from James Logan High School in 1989 and was on the inaugural Forensics team led by Tommie Lindsey.  I am a product of our state college system. I attended Chabot College, receiving Associate Degrees in Administration of Justice and Business Administration. I then went to CSU Hayward and received my BA in Political Science. After working in the Private Sector for companies such as Delta Dental and Blue Shield of California, I went back to school and received my MBA from CSU East Bay.

I serve as the Chairperson of the Union City Human Relations Commission and a member of the Board of Directors for Tiburcio Vasquez Health Center. I am currently the Treasurer and Finance Chair there. We have a $31 Million budget and about 235 Full Time Employees working there. I believe we should help those less fortunate, and give them the skills and resources needed to help themselves.

I have also sit on the General Plan Advisory Committee. We helped design the General Plan that was approved by the City Council through 2040. I am also part of the Youth Violence Prevention and Intervention Advisory Committee. I also sat on the Itliong/Vera Cruz Renaming Ceremony Committee and on the UCPD Strategic Plan Committee.

If elected, I will work to make our schools better and safer, reduce crime, ease our traffic problems and bring good, quality jobs to our city.

I will work with residents, businesses, the School District, non-profits and other City Departments to make this happen. Thank you for your time and I hope I have earned your vote.

What are your plans for providing more affordable housing?

We need to increase demand and build affordable housing units where it is reasonable and cost effective. Condensed housing should be built close to transit centers.

What is your plan to deal with unfunded liabilities such as pensions and deferred maintenance on roads?
Respuesta de Jaime Patiño:

We need to make some tough decisions. We must honor the commitments that we have already made, but also make sure that, in the future, the commitments we make are sustainable. Increasing the retirement age for Fire Fighters and Police Officers is just not a viable option. Their bodies are worn out by the time they hit their 40's and working until their 60's just is not physically possible. We ALL need to work together to find a common sense solution to this issue before it becomes a crisis and starts eating away at the general services the city provides.

What do you believe is the responsibility of city council members when it comes to education and schools?

We need to work with the School District to make sure the total educational experience is positive for the students and parents. We need to promote and support programs such a Kids Zone. Students, parents and staff need to feel safe while heading to and from school and while there. We also need to get our School Resource Officers back. We need to work with the District to find ways to make it easier for teachers to live in the District they serve. Long commutes from areas such as the Valley can make teachers tired and not able to concentrate on teaching our kids.

What are your ideas for reducing traffic congestion on main roads?
Respuesta de Jaime Patiño:

We need easier access to mass transit. We need to build the Dumbarton Rail. Building more roads is just not going to do it. We should also try a bike share program for short distance travel like those programs in San Francisco or Berkeley.

We should also build more condensed housing close to transit centers such as BART.

I believe in helping our fellow man by giving them the tools they need to be self sufficient. I believe that those of us that are blessed with the American Dream have an obligation to help others so that they can reach their dreams, whatever they may be.

People deserve to be able to reach their potential without fear or intimidation due to National Origin, Religion, Ethnicity, Disability, Sexual Preference or Orientation. I have fought my whole life for these beliefs and I will continue to do so as your Councilman.

With my business background, I know the key to long term fiscal stability, we need a robust tax base. One that is rooted in good, stable businesses calling Union City home. A tax base that provides good paying jobs to Union City residents so that they can live and work here.
