  • Refurbish BART's aging infrastructure while working with other transit leaders to cooperatively expand capacity to safely accommodate present and future public transportation needs.
  • Extend BART to Livermore as soon as possible and begin planning for the future rail connection to the central valley and Northern California.
  • Monitor changing demographic needs and adjust public transit service delivery in the areas of ridership capacity, accessibility, bicycles, parking, freeway congestion and air quality.

I am an Alameda County native and have been a lifelong public servant with several successful careers; going from Private to Colonel and combat veteran in the Army, from Firefighter to Battalion Chief in the Oakland Fire Department and from Safety Specialist to the Board of Directors in BART. I have enjoyed success because I solve problems, achieving goals and I am seldom satisfied with the “Status Quo”.

As your BART Director since 2008, I expanded the Earthquake Retrofit Program, reformed the Police Department, opened the West Dublin/Pleasanton BART Station and implemented an Earthquake Early Warning System to stop trains before shaking starts (thereby preventing derailments and injuries to passengers). As a recognized authority and former California Seismic Safety Commissioner, I have presented to the White House and testified to both Congressional and California State Senate Committees on Earthquake Early Warning and Disaster Preparedness.

 I also teach safety courses at community colleges and serve on their advisory committees, am a licensed paramedic and hold multiple technical licenses and teaching credentials.
