This Measure was placed on the ballot by the Board of Directors of the Isla Vista Community Services District (District), which is the governing board of the District.

If approved by two-thirds of the votes cast by voters voting on the proposition, this Measure authorizes the District to impose a special tax in the form of a Utility User Tax (UUT) at the rate of 8% of service charges for the utilities of gas, water, electricity, sewer, and garbage disposal services. The UUT shall not apply to any utility provided by a telecommunications provider.

The UUT would be imposed pursuant to Cal. Government Code Section 61250(g)(5). The proceeds would be used for the purposes allowable under Cal. Government Code Section 61250, as may be amended from time to time, or as otherwise provided for in state law.

In most circumstances, the taxes imposed would be collected from the service user by the service supplier, and then remitted monthly to the Tax Administrator of the District.

If the voters of the District do not vote to impose a UUT within the District on or before January 1, 2023, the District shall be dissolved as of that date.

Argumento A FAVOR

For 40+ years, generations of students, families, and residents of Isla Vista have watched political decisions get made in our community by people who don’t get Isla Vista, and don’t live in Isla Vista. The status quo of regional government has failed us in so many ways: parking is nowhere to be found, housing conditions are poor, interactions between residents and law enforcement can be tense, and residents often feel unsafe walking home at night.

Last year, Isla Vistans overwhelmingly voted to create a LOCAL government, the Isla Vista Community Services District, with a mandate to provide public services and local leadership. Measure R provides this local government with vital funding. It will generate the revenue for things like:

  • Parking congestion relief measures so that residentscan find parking near their homes
  • A tenant-landlord mediation program that holds bothparties accountable
  • More street lighting and sidewalks, to make Isla Vistasafer at night
  • Community programming for students, youth andfamilies, and others in the new Isla Vista CommunityCenter
  • Community policing by hiring student-workers, whounderstand our community’s culture

Over its first year, our local government has proved that Isla Vista CAN govern itself. Without a dedicated revenue source, the IVCSD has expanded community policing, revamped the Isla Vista Community Room, and provided a forum for residents to make their voice heard. This revenue will be CRITICAL to ensuring the continued existence of our local government, and our ability to solve problems on our own.

NOW is the time for Isla Vistans to vote YES for a brighter future for our community. Our generation of residents can increase public services in Isla Vista, and bring decision-making power to those who live here.
