Análisis del analista legislativo / Proposal

If approved by a majority of voters, this initiative would allow a one cent local sales tax within the City of Santa Fe Springs. The sales tax is also referred to as a transactions and use tax. The revenue would be placed in the City’s general fund for general city operations including but not limited to police and fire protection, street repairs and improvements, and recreational and community programs.

The measure requires an independent annual financial audit of the revenue generated by this measure and how the revenue is used. The proposed tax would be administered by the California Department of Tax and Fee Administration in the same manner that transaction and use tax are currently administered. A “yes” vote is a vote in favor of authorizing the transactions and use tax. A “no” vote is a vote against authorizing the transactions and use tax.

Argumento A FAVOR

Vote YES on Measure Y to preserve essential city services, maintain public safety, protect Santa Fe Springs quality of life, and secure economic stability for our city. Since 2012, the State has cut over $32 million annually in city funds, putting essential city services at risk. The city is currently facing a $5 million budget deficit that is expected to double in the next six years. The city has been responsible by: reforming employee pension plans, reducing the workforce, delaying $80 million in infrastructure maintenance, and cutting city services. There is simply no more room to cut and keep the services our community deserves. Last year 80% of more than 4,000 calls were for medical emergencies, when every second counts.

Santa Fe Springs needs Measure Y. It provides stable funding to maintain public safety services, repair streets, and allows continuation of community events.

Measure Y ensures out-of-town visitors pay for their share of police, fire, street repairs and other services when they are in our city.

Vote Yes on Y to;
Maintain 911 emergency response time
Protect police services, including neighborhood patrols and crime prevention programs that keep gangs and drugs out of our city
Preserve current firefighter and paramedic staffing
Continue after-school youth programs to keep kids safe
Protect senior programs and transit services
Repair local streets to improve traffic flow and reduce congestion

Measure Y is fiscally accountable and transparent with independent annual audits. All money stays local and cannot be taken by the State. Groceries and prescription medicine would be exempt from Measure Y.

Our robust city services keep us safe and community and property values strong. Please join us, police officers, firefighters, paramedics, seniors, education and local business leaders by voting YES on Measure Y.
