Mis 3 prioridades principales

Describe what proposal(s) you would support to alleviate the shortage of affordable housing for all income groups in California?

This is a major focus of my campaign promise to you. My approach is different from what has been done. I will be introducing several different solutions some are

1. Sales Tax Reform - I recommend that 2 cents of the current sales tax ( not additional sales tax) be reallocated and sent to the zip code of where the purchasers lives ( provided in the local region as an example the entire Bay Area) this would do several things it would help reward the areas that are doing the right thing in offering housing and gently punish those that do not ( example Cupertino and Palo Alto have lots of jobs without the housing THey would lose money and citiies like San Jose and Milpitas that build housing would benefit.) also this would provide a cash stream to the news resident so that the city could provide services ( this should help reduce some of the anti - growth complaint)

2. School Boundary Reform - I would allow for saftey reasons that parents can either put their child in the school near their home OR near their work. This will also gently force the ciities that want to add jobs without the other responsibilities. Also this will allow parents to be able to be with their children more often and with greater safety.

3.  Renters Credit Incease the number of people and the amount that can be claimed - 

4. Offer non-recourse loans for home mortgages - This will allow for parital owners of Real Estate and thus others can help in the cost and gains of homeownership.

5. Allow seniors and long time homeowners a one - time move any where in California and keep their low tax assesment. This would encourage some people to move tfrom their large single family home to a differnent property and would open up some homes in areas that may be better suited for growing families.

What programs or legislation would you support to meet the water needs of all Californians?

We have water but the use of it needs to be greatly improved. I will be encouraging smarter use as an example more drip irrigation such as they use in other countries. Also more use of recycled water with purification such as they have started in San Jose, Provide more tax credits for wider use of hydroponics and other low water ways to grow crops.

We also need more storage so methods of storage need to be expanded or need to created.

The biggest need is to make water less political - We need to have policies that ensure fairness and access to water. Pricing in part should be based on useage and distance from the source.

Carbon Neutrality Question

To reach a goal of carbon neutrality by 2045, as set forth in a 2018 executive order what, if any, proposals, plans or legislation would you support?  Please be specific.

According to the California Legislative Analyst’s Office, we spend over $81,000 per individual who is incarcerated.  Other than incarceration, what ways can the State address safety and justice?

A major goal of my campaign promise to you is to improve civil justice - Too often a civil lawsuit esculates to a criminal lawsuit in part because of frustration and cost of the system. Too often the biggest winner in lawsuits are the lawyers this is wrong and should be corrected. I have several propoals -

Such as increasing the amount that Small Claims court can be awarded to $50,000. This court moves faster and without the lawyers expense more of the money will actually go to the wronged at less cost to the guilty and way way less to the lawyers.

Also I will introduce legislation to add a public defender for Civial Lawsuits - Too often the wealthy or big companies have high priced lawyerrs to protect them and the poor and the small do not, Too often in family law one has the expensive the lawyer and the other does not This is wrong and must be corrected.

Also I will work every day to improve, or remove or update current legislation so that the laws are easier to understand, lower cost to comply and more fair and less political. This can be done without raising taxes as part of the awards will go back into the system . and if both parties agree to use the public defenders then overall costs can be much lower.

Also I will have stonger oversight and punishment for needless excessive and expensive behaviors of the lawyers

As for the main question above. for the incarcerated I will put more funds into rehab and retraining. I will also advocate for letting them work at regular wages . Example if they are used to help in fire control that they get paid same or very close to the other fire workers.

Also I will advocate for employment tax credits for employers that hire ex-cons. The key is to give ex- cons  hope and opportunity in the goal that they will be become productive members of our society.
