Norm was raised in Chico, attending both Bidwell Junior High and Pleasant Valley Senior High School. He grew up hiking and fishing the local wilderness areas with his Boy Scout troop, and participated in all of the local sports programs. Norm worked while in high school for Mr. Pavis at La Comida, and later at the "new" Holiday Inn. At Bidwell and Pleasant Valley, he played football, basketball, and golf. Following high school graduation, Norm attended UC Davis, graduating with Honors. He worked while going to college, and played Lacrosse for the Aggies, twice being selected All-League. Norm continued his education in the graduate program at UC Davis, doing research in the Zoology Department and teaching the Upper Division Embryology Laboratory course. While at Davis, he met his future wife, Janice. They were married following completion of Norm's Master's Degree in Physiology, and that same year moved to San Francisco to begin four years of dental school at UC San Francisco.



Norm and Janice enjoyed their four years in San Francisco. Norm attended dental school, and worked as a tutor, and research assistant in the Biomaterial Laboratory. Janice obtained her Master's Degree in Special Education Assessment from Cal State Hayward. Following dental school graduation, and State Board Dental Exams, Norm and Janice moved back to Chico to begin their dental practice.



Norm started a dental practice from scratch, first renting space in an office downtown, next remodeling an office at Village Lane, and finally building an office on Lupin Avenue. During that time, he served as an advisor to the local Dental Assisting ROP program, and also advised the state committee that created the RDA Licensure examination. For twenty years he has served on the Northern California Dental Society Peer Review Committee. Norm's current dental practice is focused on complex dental and implant prosthetics. This practice allows Norm to work with teams of practitioners to treat difficult and unusual cases.



While going to school at UC Davis, both Norm and Janice became interested in grape growing and winemaking. They took classes in viticulture and enology with the future goal of owning a winery. After moving back to Chico and starting the dental practice, they began looking for land upon which to plant a vineyard and build a winery. They located and purchased an old abandoned lumber mill property north of Chico, and in 1991 planted the vineyard and began construction. Doing much of the work themselves, with hands-on help from family and friends, the winery was completed in early 2002. Since then, Odyssey Winery has operated as one of the premier wineries in the region. Odyssey wines have won over 30 medals in national and international wine competitions.



Always active in aviation, and a licensed pilot, Norm was appointed to the Butte County Airport Land Use Commission (ALUC), where he served two terms. While Chairman during his last term, the Butte County ALUC created and adopted the current Airport Compatibility Plan. That experience of working with County Staff, holding public hearings, hiring specialized consultants, and creating a functional county document, served as invaluable training for the County Supervisor position he currently seeks. Following his terms on the Butte County Airport Land Use Commission, Norm and five others founded the Chico Air Museum in 2005. That museum has grown by leaps and bounds, and now is a major attraction for local residents, school field trips, and out-of-town visitors. Norm served as President of the museum during its major expansion, and continues to serve on the board to this day.



When United Express left Chico in 2014, Butte County was left without airline service. Seeing this as a huge economic development problem, and a major obstacle to future job growth, Norm and local entreprenuer, John Strisower founded a grassroots effort called JetChico. JetChico was created to bring modern and reliable commercial air service to Chico Municpal Airport. Working with the airport manager, and engaging local residents, the business community, local government, and Chico State, JetChico has made substantial progress in its quest to attract airline service back to the region.



Both Norm and Janice are volunteers for local emergency services response teams. Janice responds with Butte County Search and Rescue (BCSAR), and serves as the handler for a specially-trained area search dog. Both Norm and Janice respond with the North Valley Animal Disaster Group (NVADG) which is deployed during local fires, floods, or other disasters. Additonally, both Norm and Janice have responded nationally and internationally for the International Fund for Animal Welfare (IFAW). They have taught animal technical rescue workshops to disaster first responders in the United States, India, Indonesia, Bulgaria, and the Philippines. Both Norm and Janice responded with the IFAW disaster response team following the horrific earthquake in Nepal (2015), and in the U.S. Virgin Islands following Hurricaine Irma (2017).

I am not a politician, I am a leader. I enjoy getting things done, and work hard to do so. I believe that government exists to serve the people, and that taxpayer money is hard-earned and needs to be respected. I believe in common sense, and practical approaches to solving challenges.
